In January, the President delivers an address to a joint session of congress. The address is broadcast seemingly everywhere on TV, radio, and is even streamed online. The address fulfills the rules in Article II, Section 3 of the U.S. Constitution that requires the president to periodically, “give to the Congress Information of the State of the Union and recommend to their consideration such measures as he shall judge necessary and expedient.”
